We are pleased to announce the introduction of the Build Housing, Unlock Benefits, and Services (Build HUBS) Act! Smart Growth America and LOCUS, our coalition of triple-bottom-line real estate developers and investors, urge you to contact your federal representatives to ask for their support or cosponsor the Build HUBS Act. The purpose of this legislation is to make critical reforms to the Railroad Rehabilitation and Improvement Financing (RRIF) and Transportation Infrastructure Finance and Infrastructure Act (TIFIA) programs that will support and enable the creation of more transit-oriented development (TOD) projects. Hello, Senator Blunt Rochester (D-DE), Senator John Curtis (R-UT), Representative Laura Friedman (D-CA), and Rep. Mike Lawler (R-NY) recently introduced the bipartisan Build Housing, Unlock Benefits and Services (Build HUBS) Act. This legislation will address statutory and administrative burdens within the Railroad Rehabilitation and Improvement Financing (RRIF) and Transportation Infrastructure Finance and Infrastructure Act (TIFIA) programs and support the creation of new housing and economic opportunity near transit stations. We highly encourage you to support or co-sponsor the bill and help unlock the transformational benefits of transit-oriented development. Transit-oriented development (TOD) is an urban planning tactic that focuses on building commercial and residential spaces near transit stations that can help maximize the benefits of current transit investments. This form of development has many economic advantages for individuals, communities, and transit agencies that stem from better connecting people to job opportunities and providing housing in desirable walkable communities. Residents of TOD projects have improved access to job opportunities, healthcare resources, schools, and services. Communities see an economic return to concentrated economic activity and efficient land use. TOD also allows transit agencies to benefit from providing increased ridership and potential revenue streams through joint development. The RRIF and TIFIA programs are two federal financing programs that offer very low-interest direct loans and loan guarantees to finance the development of infrastructure and transit-oriented development projects. Although these are promising programs to support the development of more TOD projects, they are burdened with administrative and statutory red tape. The Build HUBS Act aims to address the existing problems with both programs by easing burdensome and mismatched requirements around creditworthiness and providing regulatory relief, switching to a proven underwriting model to address process delays, and providing specific regulatory relief. It also looks to promote the development of workforce housing by providing additional incentives for attainable housing projects. By making these changes, the Build HUBS Act would improve government efficiency, strengthen public-private partnerships, and unlock new homes and economic growth.
